cost of living in turkey is measured here by three official figures: a net statutory minimum wage of 28,075.50 lira a month in 2026, annual inflation of 31.51% in August 2026, and the central bank exchange rate of 18 September 2026.

Almost everything published about the cost of living in turkey recycles the same source: a crowd-sourced data aggregator. The problem is not the source but the clock — its figures go stale faster than they are refreshed, in a country where prices rose 31.51% in twelve months. This guide measures the cost of living in turkey using three Turkish government figures only, each officially issued and dated: the statutory minimum wage, the consumer price index, and the official exchange rate.

One boundary before we start: this guide is about residents, not visitors. Short-trip costs — hotels, tours, tickets — are a different subject entirely, covered in the cost of travel in Türkiye. Here we mean salary, rent, utilities and health insurance for someone living in Türkiye on a permit.

The governing figure in the cost of living in turkey: the statutory minimum wage

Türkiye's minimum wage is set by an official commission and published by the Ministry of Labour and Social Security. It is the one figure you can build on, because it is decreed rather than estimated. This is the canonical table of this article, in force from 1 January to 31 December 2026:

ItemTurkish lira
Gross minimum wage33,030.00
Social security premium — employee share 14%4,624.20
Unemployment insurance premium — employee share 1%330.30
Total deductions4,954.50
Net minimum wage28,075.50

The detail that explains the table: total deductions are only 15% of gross, because the minimum wage in Türkiye is exempt from income tax and stamp duty within set limits, so neither appears on the payslip of a worker earning it.

Employer cost runs above gross and varies with subsidy: 39,223.13 lira in manufacturing with a five-point reduction, 40,214.03 in other sectors with a two-point reduction, and 40,874.63 with no subsidy applied.

The net minimum wage in the cost of living in turkey, in foreign currency

A lira figure means little on its own, so convert it at the official rate. The table below converts the net minimum wage of 28,075.50 lira at the buying rates in the Central Bank of the Republic of Türkiye bulletin of 18 September 2026, 15:30:

CurrencyLira rateNet minimum wage per month
US dollar48.6116≈ 577.55
Euro55.7981≈ 503.16
Saudi riyal12.9408≈ 2,169.53
Qatari riyal13.2594≈ 2,117.40
UAE dirham13.1615≈ 2,133.15
Kuwaiti dinar157.2773≈ 178.51

That is the real anchor: the statutory minimum a Turkish worker takes home is roughly 578 US dollars a month, net. Every living-cost estimate for Türkiye should be measured against that figure rather than against an assumed average.

⚠️ A note on how long this table holds: the exchange rate moves every business day, and 18 September 2026 was the latest bulletin at the time of writing. Recompute on today's bulletin before acting on it.

Is Turkey expensive or cheap to live in?

The question cannot be answered yes or no, because it conflates two things: the absolute price in a foreign currency, and purchasing power in lira. The honest answer is that Türkiye is comparatively cheap for anyone earning in foreign currency and expensive for anyone earning in lira — and the proof is the inflation rate itself.

The Turkish Statistical Institute's CPI bulletin for August 2026 (2025=100 base) reports:

MeasureRate
Change on the previous month1.84%
Change since the previous December22.07%
Annual change31.51%
Twelve-month average31.79%

And for the three largest expenditure groups by weight:

GroupAnnual change
Housing, water, electricity, gas and other fuels39.77%
Transport35.08%
Food and non-alcoholic beverages33.79%

The decisive reading: housing and utilities are the fastest-rising element of living costs, roughly eight points above the headline rate. The single largest line in a resident's budget is precisely the line inflating fastest. That inverts the common advice — a long fixed-rent contract is worth more in Türkiye than a discount on anything else.

How much money do I need to live comfortably in Turkey?

We will not give you one number, and the reason is not evasion: no Turkish government body publishes an official household cost basket for individuals. What the state publishes is a price index and its rates of change, not a required monthly sum. Any figure you read elsewhere comes either from a crowd-sourced aggregator or from a labour union's own estimate — neither of which is a government source.

Instead of an invented number, here is a method built on what is actually official:

  1. Start from the net minimum wage: 28,075.50 lira. Millions of Turkish households live on this income, so treat it as a floor, not a ceiling.
  2. Multiply by the standard of living you are targeting. European-standard living in a major city requires multiples of this figure, not fractions of it.
  3. Add 39.77% a year to the housing and utilities line specifically when planning beyond twelve months.
  4. Convert at today's bulletin, not an old one.

Is 10,000 lira a good salary in Turkey?

No — and more than that, it is below the legal floor. The net statutory minimum wage in 2026 is 28,075.50 lira a month, so 10,000 lira is roughly 35.6% of the legal minimum, short by 18,075.50 lira. A full-time monthly salary at that level is not lawful, and any listing offering it should be read carefully for what it actually means: part-time hours, a different currency, or a figure quoted before allowances.

Is 2000 USD a good salary in Turkey?

At the 18 September 2026 bulletin, 2,000 US dollars converts to 97,223.20 lira, which is roughly 3.46 times the net statutory minimum wage. By the only official benchmark available, that is a strong income in Türkiye. Whether it is comfortable depends on city and housing, given that housing and utilities are inflating at 39.77% a year.

Is $1000 dollars enough in Turkey?

One thousand US dollars converts to 48,611.60 lira at the 18 September 2026 bulletin, roughly 1.73 times the net statutory minimum wage. So it sits clearly above the legal floor. Sufficiency, though, turns on your housing line, which is the fastest-inflating component at 39.77% annually — the same dollar amount buys noticeably less in central Istanbul than in an administrative city such as Ankara.

Which is the cheapest city in the cost of living in turkey?

The statistics institute does not publish a city-by-city consumer price ranking that would let us order cities from cheapest to most expensive, so we cannot hand you a sourced list. We can offer two indirect indicators that work in practice.

First, tourism density lifts rent. Provinces with enormous licensed bed capacity — Antalya at 520,691 and Muğla at 129,995 — run a season economy, and their rental markets absorb short-term tourist demand, pushing rents up in season.

Second, the capital is not automatically the most expensive. Ankara holds 213 accommodation facilities and 32,024 beds against Istanbul's 1,361 facilities and 174,635 beds — an administrative city rather than a tourist one, with a housing market less exposed to seasonal demand.

For places off the standard circuit see Turkish cities beyond Istanbul, and for the Istanbul rental market specifically see apartments for rent in Istanbul.

Housing, the largest line in the cost of living in turkey

Housing, water, electricity, gas and other fuels is the fastest-inflating of the three largest groups at 39.77% a year, and simultaneously the biggest line in any resident's budget. Two practical consequences:

  • Contract length matters more than contract price. Eight months' difference in start date can mean a compounding difference at renewal.
  • Separate rent from utilities in your calculation. Utilities belong to the same fastest-inflating group and should not be estimated as a fixed percentage of rent.

Health insurance in the cost of living in turkey

Health insurance is not optional for a resident in Türkiye; it is a legal condition tied to the residence permit. Two routes exist: mandatory private cover for permit holders, and the public scheme. Full detail in SGK insurance for foreigners and mandatory health insurance for residence.

Transport in the cost of living in turkey

Transport rose 35.08% year on year in August 2026, three and a half points above the headline rate. It tracks fuel prices and therefore the exchange rate directly, making it the fastest line to respond when the lira moves.

Food in the cost of living in turkey

Food and non-alcoholic beverages rose 33.79% year on year, above the headline 31.51%. The grocery basket is therefore eroding faster than income for anyone whose pay is pegged to the minimum wage.

Resident costs versus visitor costs in turkey

A common conflation that wrecks budgets. The two are different in every respect:

LineResidentVisitor
HousingAnnual lease plus utilitiesHotel night plus 2% accommodation tax
InsuranceLegal condition of residenceShort travel policy
TransportMonthly pass and fuelTransfers and tours
Time horizonYears — inflation dominatesDays — the exchange rate dominates

So a "ten-day trip" estimate is no basis for a "one month of living" estimate. Visitor detail sits in the cost of travel in Türkiye, and permit conditions in the Türkiye residence permit and which residence permit suits you.

Anyone married to a Turkish citizen also has a separate statutory route governed by Article 16, set out in turkish citizenship by marriage.

Banking and the cost of living in turkey

Receiving salary and paying rent and utilities all run through a local bank account, and opening one is a separate procedure from the permit. Steps in opening a bank account in Türkiye as a foreigner.

Common mistakes in estimating the cost of living in turkey

  • Building on aggregator figures without checking their date — 31.51% a year invalidates anything twelve months old.
  • Using a stale exchange rate. The official bulletin changes every business day.
  • Treating housing as a fixed share when it is the fastest-inflating group at 39.77%.
  • Mixing a resident's budget with a visitor's.
  • Assuming the minimum wage is a ceiling rather than a floor.
