What is the long term residence permit in Turkey?

The long term residence permit in Turkey is an indefinite residence status issued by provincial directorates with ministerial approval to foreigners who have lived in the country for eight uninterrupted years on valid permits. Turkish law calls it Uzun Dönem İkamet İzni, its basis is Article 42 of Law No. 6458 on Foreigners and International Protection, and it carries the same rights as Turkish citizens with four stated exceptions.

Article 42 of Law 6458 reads: "Türkiye'de kesintisiz en az sekiz yıl ikamet izniyle kalmış olan ya da Bakanlığın belirlediği şartlara uyan yabancılara, Bakanlığın onayıyla valilikler tarafından süresiz ikamet izni verilir."

What separates it from every other permit is that it is never renewed. A short term residence permit turkey applicants receive runs for a maximum of two years at a time and a family permit for a maximum of three, while the long term permit is granted once, indefinitely. The Presidency of Migration Management publishes five conditions and no more, and they are assessed together rather than in sequence. The table below is this article's canonical table, read live on 22 September 2026.

The fifth condition is the only one with no number attached, and Article 43 states it plainly: "Kamu düzeni veya kamu güvenliği açısından tehdit oluşturmamak".

How the eight years are counted

This is where most applications fail. The official rule is that time on a student residence permit counts as half, while every other permit type counts in full. Four years of university study therefore contribute two qualifying years, not four. Work, family and short term permits count fully.

"Uninterrupted" is literal: any gap between one permit expiring and the next beginning breaks the chain and resets the count. That is why renewal dates matter more than they appear to, and the practical sequence is in the e-ikamet application steps.

Documents for a long term residence permit in Turkey

The file is built to evidence the same five conditions, nothing more:

  • The signed long term residence permit application form
  • Passport or travel document, plus a copy
  • Recent biometric photographs
  • A record of previous permits evidencing the eight uninterrupted years
  • Evidence that no social assistance was received in the past three years
  • Proof of regular, sufficient income
  • Valid medical insurance
  • A criminal record document
  • The receipt for the residence permit document fee

⛔ Migration Management does not publish a standalone numbered document checklist for the long term permit as it does for some other categories. The items above are therefore requested as evidence of the five published conditions, and the provincial directorate remains the authority that fixes the final shape of the file.

Long term residence permit turkey cost and 2026 fees

The residence permit document fee published by Migration Management is 964.00 Turkish lira, effective 1 January 2026, with no exemption for any nationality. The residence permit fee itself is calculated by duration: 348.10 lira per day for up to one month, not less than 653.70 lira and not more than 3,359.90 lira for the first month, then 2,232.30 lira for each month after the first.

Converted at the Central Bank of Turkiye buying rates of 22 September 2026, where the US dollar stands at 48.7323 lira, the 964.00 lira document fee is roughly 20 US dollars.

Benefits of the long term residence permit in Turkey

The first benefit is that it carries no expiry date: no renewal appointments, no repeat fees, no risk of breaking the chain. The second is broader. Holders benefit from the same rights accorded to Turkish citizens, which is the substance of Article 44 of Law 6458.

In practice that means residence, work, property ownership, education and access to health services on equal footing, without tying your legal status to an employer, a university or a tenancy.

  • Voting and standing for election
  • Public employment
  • Vehicle import exemptions

Outside those four, equality is the rule. Clearing them altogether requires citizenship rather than residence, which is covered in Turkish citizenship by investment.

Who cannot obtain a long term residence permit in Turkey?

The official page states that specific categories have no right of transfer to a long term residence permit however long they have lived in Turkey:

  • Refugees
  • Conditional refugees
  • Subsidiary protection beneficiaries
  • Persons under temporary protection
  • Humanitarian residence permit holders

Years spent under temporary protection therefore do not convert into eight qualifying years, a distinction worth knowing before any long-range plan is built on them.

When is a long term residence permit in Turkey cancelled?

The permit is not beyond withdrawal. Article 45 provides two grounds:

  1. The holder poses a serious threat to public order or public security.
  2. The holder stays outside Turkey for more than one continuous year for reasons other than health, education or compulsory public service.

One year is the governing figure and the three exceptions are named in the text. That makes the permit a commitment to presence rather than a document filed away.

The contrast is worth pausing on: ordinary naturalisation asks for five years, not eight, but adds language, good character and public health conditions. The long term permit is not the shorter road; it is the road that asks no language test.

Does a property purchase shorten the long term residence permit route?

A property-based permit is itself a short term residence permit, and the official page requires that the immovable property "must be house and used for this purpose". It counts in full towards the eight years but shortens nothing. The detail is in the real estate residence permit in Turkey.

⛔ A figure of 75,000 US dollars circulates widely as a minimum property value for this permit. That figure does not appear on the Migration Management page explaining short term permits; what is published is the condition that the property be a house. No dollar threshold is adopted here, and the provincial directorate's requirement at the time of application is the only reference.

How to apply for a Turkish residence permit online

Valid medical insurance must be in force on the day of the appointment itself, not merely at some earlier point, and the requirement is set out in mandatory health insurance for residence in Turkey.

The five published conditions have not changed in their wording. What changes is the annual fee tariff and the neighbourhoods closed to foreign registration, and both affect the chain rather than the condition.
