Marriage in Turkey for Saudi citizens

The Saudi regulation on marriage of Saudis to non-Saudis, published by the Saudi Ministry of Justice, bars certain groups from marrying a non-Saudi (including military and security personnel, diplomats, judicial members and students abroad), requires the Interior Minister's or his delegate's permission for everyone else, and states that a marriage made in breach is not registered in Saudi Arabia.
