Choosing where to live in Istanbul starts with a question most guides never ask: will your residence address be registered in that neighbourhood at all? The Turkish Presidency of Migration Management has closed specific neighbourhoods to foreign address registration, and a flat in a closed one is no use to a residence file however good it is.
The correct order is three steps: confirm the neighbourhood is open, choose the European or Asian side around your work and commute, then compare flats inside the two or three that remain.

Registering your address after choosing a neighbourhood
Choosing a neighbourhood does not end at the contract. Migration Management requires a foreigner to notify a change of address within 20 working days, filing the documents with the provincial migration directorate and the population directorate together.
That deadline is what turns moving between neighbourhoods from a personal decision into a procedure with a date on it. Anyone who moves without notifying discovers the gap at the next renewal.

The decisive difference between the two sides is not taste but time. The Asian side buys more space for less money and charges you a daily crossing if your work sits in the European centre.
Which is more popular, Karaköy or Kadıköy?
They answer different questions. Karaköy sits on the European side by the water, close to Beyoğlu, and reads as a going-out district more than a settling-down one. Kadıköy, on the Asian side, carries a residential daily life around Moda with its own transport spine and a lower price level for the same floor area.

Should I stay in Taksim or Sultanahmet?
Both are visitor questions rather than residence questions. Sultanahmet is the historic core built around the monuments, and Taksim the modern centre around İstiklal. Neither is where most long-term residents end up, because both trade living space for proximity to sights and crowds.
