It refers to a specific government programme with specific published benefits, an application window, and costs it does not cover. This guide separates what the state actually funds from what an education agency implies it funds.
The catalogue you are choosing from
Before money, scope. The Study in Türkiye portal — managed by the Council of Higher Education (YÖK) — publishes the size of the field: 208 universities and nearly 45,000 degree programs, searchable through an official tool called Study Finder.
That matters for cost, because there is no national tuition figure. Fees are set per university and per program and published on the program's own page. Any single number you see quoted as "the cost of studying in Türkiye" was produced by someone averaging across 45,000 programs — or by an agency quoting the ones it places students into.
What Türkiye Scholarships actually covers
Türkiye Scholarships (turkiyeburslari.gov.tr) is the government programme behind the "study for free" searches. Its published benefits are specific, and worth reading as a list rather than a slogan:
- Monthly stipend

- Health insurance
- Accommodation

Read that list carefully and the honest version of "free" appears: tuition, housing, insurance and a stipend are covered, and there is a single flight — not annual flights home. The programme runs at undergraduate, graduate (master's and PhD) and research levels, the last aimed at academics conducting collaborative research at Turkish universities.
Why we will not quote you the stipend amount
Because the figures are maintained on the official application portal at tbbs.turkiyeburslari.gov.tr and revised on a cycle. A stipend number copied into a blog post is correct for one year and silently wrong afterwards — and this is exactly the category where a stale number changes someone's decision. Read the current amount at the source before you apply, not from an article that does not say when it was written.
The costs the scholarship does not remove
Even fully funded, some obligations remain yours and they are legal rather than academic:

Self-funded: where the real fee lives
If you are paying your own way, build the budget from two things only:
- The program's published fee, found through Study Finder on the government portal and confirmed on the university's own page. State and private institutions differ sharply, and so do programs within one university.
- The city. Living cost is not a national constant; a program in a major metropolitan province is a different budget from the same program elsewhere.
No official body publishes a single student cost-of-living figure, which is precisely why the numbers circulating in search results vary so widely — they are estimates from parties with an interest in the answer.
Working while studying is a separate permission
A frequent question is how much an international student can earn per month. The prior question is legal, not arithmetic: in Türkiye a work permit is required to work in any capacity, obtained from the Ministry of Labor and Social Security, and the Investment Office states plainly that working without one is unlawful and subject to penalties.
