
Turkey Work Permit for Foreigners 2026: The State’s Own Procedure, in Order

A work permit is obtained from the Ministry of Labor and Social Security and grants the right to work and reside; working without one is unlawful. Applications go through the E-Permit system, are reviewed within 30 days when complete, and the employer must file within ten working days of your application at the mission.

Search "Turkey work permit" and page one is law firms and employer-of-record services. That is a fair reflection of how complicated the file is — but it also means almost nobody lays out the state's own procedure plainly, in the order the state performs it. This guide does that, from the Ministry of Labor and Social Security, the Investment Office of the Presidency, and the Ministry of Foreign Affairs.
The rule that comes before everything else
A work permit is a document that every foreigner intending to work in Türkiye must obtain by applying to the Ministry of Labor and Social Security. It grants the right to work and to reside. And the Investment Office states the consequence without softening it: without a work permit it is against the law to work in Türkiye in any capacity, and violators are subject to penalties.
This matters because of a second official rule that catches people out. The Ministry of Foreign Affairs states that the e-Visa is valid only where the purpose of travel is tourism or commerce, and that visas for other purposes — naming work and study — are issued by Turkish embassies and consulates. Arriving on a tourist e-Visa and starting work is not a grey area.
Three types of work permit
Work permits may be issued as Temporary, Permanent or Independent. Most foreign employees begin on a temporary permit tied to a specific employer. The permanent permit is a different status with its own qualifying condition, covered below. The independent permit is for those working on their own account rather than for an employer.
Where the application actually happens
Applications are submitted through the E-Permit System at ecalismaizni.csgb.gov.tr/eizin. Every application, whatever its route, requires three things:
- the foreign national's passport,
- a photo,
- a copy of the employment contract.
Beyond that, the required documents differ by route, and there are three routes: domestic application (you are already in Türkiye), application from abroad, and application for extension.
The sequence when you apply from abroad
The Ministry of Foreign Affairs sets out the order explicitly, and the order is what most summaries get wrong:
- You apply to the nearest Turkish mission for the work permit and visa. Required at this stage: your passport, the visa application form, and a letter from your employer.
- Your employer submits the remaining documents to the Ministry of Labor and Social Security within ten working days of your application.
- Applications are finalised by the Ministry within thirty days at the latest.
- Immediately on arrival, and before starting work, you must be registered at the local authority within one month to obtain the residence permit.
Note step 2: the ten-working-day obligation sits with the employer, not with you. A file that stalls there stalls entirely — which is why chasing your employer's HR is a real part of the process, not an afterthought.
The thirty-day clock — and what restarts it
The Investment Office is precise about this: review of a duly completed application is completed within 30 days provided the information and documents are complete. The 30-day period starts on the date the application is submitted through the system — or, where additional information or documents are requested, on the date those are uploaded through the system.
In other words, an incomplete file does not merely delay the decision; it resets the clock from the day the missing item is uploaded. That single sentence explains most of the "it's been three months" stories online.
The permanent work permit: eight years, or long-term residence
The Ministry of Labor and Social Security states the qualifying condition directly: foreigners who hold a long-term residence permit, or who have held a legal work permit for at least eight years in Türkiye, may apply for a permanent work permit. Everything below that threshold is temporary-permit territory, renewed by extension applications.
The Turquoise Card — the route most guides skip
The Turquoise Card grants a foreigner the right to work in Türkiye indefinitely, and grants the right of residence to their spouse and dependent children. The holder benefits from the rights attached to the indefinite work permit.
Two mechanics matter, and both are deadlines:
- The card is issued with the first three years as a transitional period.
- To have the transition record removed and the card issued indefinitely, the holder must apply — and the application window opens 180 days before the transitional period expires and must be filed before it expires. After expiry the application is rejected and the Turquoise Card becomes invalid.
Eligibility is defined around qualification, not employment alone: internationally recognised academic work; prominence in a field considered strategic for Türkiye in science, industry or technology; or a significant contribution to the national economy in export, employment or investment capacity.
When your employer's numbers decide your permit
Under the regulation on employing foreign nationals in foreign direct investments, a company meeting any one of a set of criteria counts as a Qualified Foreign Direct Investment, and its foreign key personnel are treated under special provisions. The 2022 threshold values — increased annually by the revaluation rate — include:
- turnover of at least TRY 258.4 million in the past year, with foreign shareholders' capital of at least TRY 3,439,592;
- exports of at least USD 1 million in the past year, on the same capital condition;
- at least 250 employees registered with the Social Insurance Institution, on the same capital condition;
- a minimum fixed investment of at least TRY 85.8 million;
- or foreign direct investment in at least one country other than the headquarters country.
"Key personnel" is likewise defined, not assumed: senior management and board roles with real authority, people with critical knowledge of the company's services, research devices, techniques or management, and a maximum of one authorised person at a liaison office.
Where a law firm helps — and where you do not need one
You do not need a lawyer to learn the procedure: the E-Permit system, the document lists, the 30-day rule and the Turquoise Card mechanics are all published by the state. Professional help earns its fee where judgement is required — classifying your role as key personnel, structuring an independent permit, or unpicking a rejection. Paying for the parts that are published for free is the most common avoidable cost in this file.
