Istanbul restaurants run from municipal dining halls with published official prices to the MICHELIN Guide's starred tables. By that guide, the best restaurants in Istanbul are led by two-star TURK Fatih Tutak, with seven more holding one star, while the cheapest official option is the municipality's restaurants, where grilled köfte is 320 lira. Since 30 January 2026, Turkish law bars adding any service or cover charge to the bill.

This guide does not rank restaurants by taste or review scores. It uses three checkable sources: the official MICHELIN Guide, the price lists published by Istanbul Metropolitan Municipality, and the Turkish Official Gazette — all read on 3 October 2026.

There is no three-star restaurant in Istanbul or anywhere in Türkiye. Nationally the 2026 selection has two two-star restaurants, 15 one-star and 39 Bib Gourmand.

What Bib Gourmand means for Istanbul restaurants

The guide's label for restaurants it judges to serve good food at moderate prices — in practice the best shortlist for documented quality without starred-restaurant prices. Istanbul has 16.

Istanbul municipal restaurants: locations and official prices

Istanbul Metropolitan Municipality runs İBB Sosyal Tesisleri (social facilities). The official site lists 16: Arnavutköy, Avcılar, Beykoz Koru, Beykoz Sahil, Büyükçekmece, Çamlıca, Dragos, Fethipaşa, Florya, Gözdağı, Haliç, İstinye, Kasımpaşa, Küçükçekmece, Safa Tepesi and Sultanbeyli Gölet.

Three practical rules from the same menus: payment by bank card or İstanbulkart only — "Nakit geçerli değildir" (cash not accepted); meals 12:30–23:00 on weekdays and 13:30–23:00 at weekends; and no alcoholic drinks appear on the official menu.

Kent Lokantaları: Istanbul's cheapest municipal restaurants

Alongside the social facilities the municipality runs Kent Lokantaları, subsidised city canteens, which reached 21 locations in July 2026 per the facilities site.

Istanbul restaurants with a Bosphorus view

The official sources confirm the municipal facilities on the water: İstinye and Beykoz Sahil on the Bosphorus, Haliç on the Golden Horn, Florya on the Sea of Marmara, and Çamlıca on a hill on the Asian side overlooking the city. They are the cheapest way to eat with a sea view in Istanbul, since their prices are the official menu above. A spread Turkish breakfast there is 550 lira per person.

Best restaurants in Istanbul's Sultanahmet and Fatih

Fatih, the historic peninsula, is where most visitors stay, and where Ottoman-cuisine and grill restaurants cluster near the Blue Mosque and Hagia Sophia. Names that recur in search results there include Garden 1897, Hanzade Bosphorus, Seven Hills and Turgut Kebab. The municipal Haliç facility on the Golden Horn is also in Fatih.

Istanbul restaurants around Taksim and İstiklal

Taksim and İstiklal Avenue are the busiest tourist dining streets, which is exactly where the price-list rule matters: the price list must be posted at the entrance and on every table, so read it before you sit down. The nearest municipal facility is Kasımpaşa.

Your rights on an Istanbul restaurant bill

Two Official Gazette texts govern the bill:

  1. Price lists at the door and on the table — the Price Tag Regulation amendment of 19 December 2023 (issue 32404), in force from 1 January 2024, requires restaurants and cafés to post price lists at the entrance and on tables.
  2. No service, table or cover charge — the amendment of 30 January 2026 (issue 33153): no additional payment may be requested "under the name of service charge, table charge, cover charge or any similar name".
  3. Tipping stays voluntary — Article 51 of Labour Law 4857, which governs how tips are distributed to staff, remains in force.
